On March 1, the State Council Information Office held a press conference on the development of industry and information technology. Xiao Yaqing, Minister of Industry and Information Technology, and Tian Yulong, member of the Party Leadership Group, Chief Engineer, and Spokesperson, attended the press conference and answered reporters' questions.  
A reporter asked that day, given the "14th Five-Year Plan" and the changes in the global environment, what are the specific goals or production plans for China's chip industry?  
Tian Yulong said that chip integrated circuits are the cornerstone of the information society and an important foundation of information technology. The high-quality development of the chip industry is related to the development of the modern information industry and industrial chain. During the "Thirteenth Five-Year Plan" period, the development of China's integrated circuit industry was generally very impressive, and the scale of the industry continued to grow.  
  According to China's semiconductor industry estimates, my country's integrated circuit sales revenue will reach 884.8 billion yuan in 2020, with an average growth rate of 20%, which is three times the global industry growth rate in the same period.Technological innovation continues to make breakthroughs. Currently, manufacturing processes, packaging technologies, and key equipment materials have all been significantly improved. The strength of enterprises has steadily improved, and a number of new leading enterprises have emerged in the industrial chain such as design, manufacturing, packaging and testing.  
Generally speaking, the Chinese government attaches great importance to the chip industry and integrated circuit industry, and has issued policies to promote the high-quality development of the integrated circuit industry and software industry, and comprehensively optimizes and improves relevant environmental policies for the high-quality development of the chip and integrated circuit industries. There are several main measures:
  The first is to increase corporate tax cuts.For integrated circuit companies, corporate income tax will be reduced or reduced starting from the profit-making year. These policies have given a great impetus to the development of the company.  
  The second is to further strengthen and improve the basic aspects.Chips involve many basic issues and a long industrial chain, including materials, processes, equipment, etc. Only by laying a solid foundation can the chip industry continue to innovate and develop.  
In addition, the integrated circuit industry needs a good ecological environment to form a complementary and mutually supporting process in the industrial chain, soBuild a platform and optimize the ecologyis very critical. The development of the chip industry is entirely guided by applications. Therefore, in automobiles, industry, medical care, and education, especially the rapid development of the online economy and digital economy since the epidemic, it has provided a very broad market for the development of the chip industry.The development of the chip industry also depends on talents, so the government and the country have taken a series of measures in terms of talent reserve and talent training.  
 

Overall, the development of the chip industry faces both opportunities and challenges. It is necessary to strengthen cooperation on a global scale and jointly build the chip industry chain to make it more healthy and sustainable. This will not only provide support for the development of China's information society, but also provide strong support for global information development.The Chinese government will provide strong support at the national level and jointly create a market-oriented, legal and international business environment and ecological environment for industrial development.
