Chip self-reliance and self-reliance丨Promote domestic automotive chips to become bigger and stronger - the first council and founding meeting of the China Automotive Chip Industry Innovation Strategic Alliance was held in Beijing
2022-03-16 408

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to "adhere to the core position of innovation in the overall modernization drive of our country and regard scientific and technological self-reliance as a strategic support for national development" and put it at the top of various planning tasks for deployment in a special chapter. General Secretary Xi Jinping pointed out that "a new development pattern will gradually form with the domestic cycle as the main body and the domestic and international dual cycles reinforcing each other." Doing a good job in the two cycles actually means making better use of the two markets and two resources to continuously cultivate new advantages for my country to participate in international cooperation and competition.

The State Council issued "Several Policies to Promote the High-Quality Development of the Integrated Circuit Industry and Software Industry in the New Era". Relevant data shows that China’s chip self-sufficiency rate will reach 70% in 2025.

In 2019, the global automotive chip market was approximately US$47.5 billion, but the scale of my country's independent automotive chip industry was less than 15 billion yuan, accounting for approximately 4.5% of the world's total. At the same time, the scale of my country's automobile industry accounts for more than 30% of the global market. There is a huge gap between the proportion of automotive chips and the proportion of the automotive industry.

It is worth noting that my country’s automotive chip import rate reaches 90%. Key system chips such as advanced sensors, in-vehicle networks, three electrical systems, chassis electronic controls, ADAS (Advanced Driving Assistance Systems), and autonomous driving are basically all foreign monopolies. my country’s independent automotive chips are mostly used in simple systems such as body electronics. As global economic cooperation becomes increasingly complex, import channel risks have a fatal impact on the automobile industry and the national economy.

Judging from the average chip cost of a car, the chip cost was about US$400-600/car in 2019, and will reach about US$600-1,200/car in 2022. It is expected that my country's automobile market will reach at least 25 million vehicles in 2022. It is estimated that my country's automobile chip market will reach 15-30 billion US dollars, becoming a 100-billion-level market, accounting for about 20%-40% of the global market size, or even higher. The automotive chip market breeds huge market opportunities and potential, and Chinese companies must seize this market opportunity.

Build an innovative ecological chain for China's automotive chip industry and strive to be self-reliant and self-reliant

The development of automotive chips is not simply design and manufacturing, but more importantly, the creation of a full industry ecological chain including hardware, software, applications, etc. The coordinated development of industrial innovation and ecology is the core means to solve the "stuck neck" problem. It is an important issue in the national medium and long-term science and technology development plan and the national new energy vehicle industry plan.

The China Automotive Chip Industry Innovation Strategic Alliance coordinates and links the various innovation elements of "government, industry, academia and research, capital creation" to do what a single enterprise or industry cannot do. It strives to promote domestic substitution and international cooperation of automotive chips and related core technologies, promote the construction of a complete independent supply system and internal circulation pattern of key automotive chips, ensure the safety and stability of the industrial chain, and enhance the core competitiveness of my country's automotive chip industry.

During the "14th Five-Year Plan" period, the alliance will also carry out technological exploration, achievement application, resource docking, product promotion, talent training, industry exchanges, international cooperation, industrial think tanks, etc., establish upstream and downstream information communication channels in the industrial chain, open up technical channels and industrial channels for independent automotive chip on-board applications, strive to achieve domestic substitution and international development of automotive chips, and build an "China automotive chip industry innovation ecosystem" at an early date.

Cross-border integration to cultivate new models of industrial upgrading

Currently, with the in-depth development of the global automotive industry chain, supply chain, and innovation chain, integration and collaboration are major trends. In the process of industrial development, newly developed chips cannot be directly applied to automobiles. They also need to go through supply chain processes such as Tier1 (first-tier supplier of automobile companies) and OEM (automobile manufacturers). Automotive chips need to go through a rigorous certification process, including verification of reliability, functional safety, quality management and other aspects. It often takes several years for a chip to be designed, completed, verified, and entered into the supply chain of a vehicle manufacturer. However, after a few years, market demand has already changed.

The China Automotive Chip Industry Innovation Strategic Alliance hopes that the upstream and downstream of the industry chain can better collaborate to reasonably compress the above-mentioned cycle, reduce the cost of automotive chips, give Chinese auto companies confidence in China's independent chips, make the path for Chinese chips to assemble cars more simple and efficient, and promote the integration model of "vehicle companies + automotive electronics/software companies + chip design companies + chip manufacturing companies".

The alliance takes "cross-border integration, symbiosis and win-win, industrial chain, and ecological alliance" as its operating philosophy. It aims to establish an innovative ecosystem for my country's automotive chip industry, break down industry barriers, fill industry shortcomings, achieve independent, safe, controllable, comprehensive and rapid development of my country's automotive chip industry, and promote my country to become an innovation and industrial highland for global automotive chips.

Taking standardization as a guide to promote the innovation and application of automotive chips

At present, the core problems faced by domestic automotive chips are incomplete standard systems, lack of testing and certification platforms, insufficient technology research and development capabilities, lack of application of key products, and lack of accumulation of vehicle-specific process quality, etc., resulting in serious deficiencies in ecological construction.

The China Automotive Chip Industry Innovation Strategic Alliance will allow the chip industry to better understand the needs of the automotive industry and automotive products, and then research and develop suitable automotive chips; through testing and certification focused on automotive product needs, new products with mature or nearly mature technologies will be discovered as early as possible; it will encourage vehicle and parts companies to apply new automotive chip products as soon as possible to achieve the goal of forming China's independent core capabilities for automotive products.

First, we need to focus on key directions, that is, focus on key automotive chips such as sensing, computing, control, communication, storage, security, and power, and work together with the upstream and downstream of the industry chain to collaboratively tackle key problems and break through the key technology research and development of typical products for independent automotive chips.

The second is to build a common platform, organize the upstream and downstream of the industry chain to carry out supply and demand connection, common technology research and development, reliability evaluation, functional safety and quality audit, vehicle regulatory certification, etc., to open up the channel for independent automotive chips to be applied in cars.

The third is to improve the standard layout and rely on common technology platforms to build a Chinese automotive chip standard system for automotive chip testing and certification. First, form group standards, simultaneously promote national standards and industry standards, and actively participate in the formulation of international standards.

The fourth is to strengthen promotion and application, and cooperate with enterprises in various aspects such as chips, automotive electronics, automotive software, and complete vehicles to develop a universal basic hardware platform for automotive electronics and electronic control using independent automotive chips, and promote its application to automotive manufacturers.

The fifth is the two-wheel drive of technology and capital, giving full play to the accelerating role of capital, supporting and incubating upstream independent automotive chip companies and downstream automotive electronics manufacturers that apply independent automotive chips, accelerating the implementation of the industry and making up for shortcomings in the supply chain, and building an automotive chip industry cluster with world influence.
